James Hargrove, President and CEO

James R. Hargrove is the Founder and Principal Consultant of Ken-Brook Solutions LLC, bringing more than 25 years of executive leadership experience across behavioral health, human services, housing, mortgage banking, and community development. His career has been defined by building sustainable programs, strengthening workforce systems, ensuring regulatory compliance, and advancing high-impact services for vulnerable populations throughout Virginia.

Mr. Hargrove most recently served as Vice President and CFO of H.O.P.E. Inc., a statewide behavioral health and human services organization, where he provided executive oversight of mental health, substance abuse, residential, and supportive services programs. In this role, he led organizational strategy, financial operations, human resources, compliance, and risk management, while ensuring alignment with DBHDS, DMAS, Medicaid, and Joint Commission standards. Under his leadership, the organization strengthened its workforce infrastructure, enhanced regulatory readiness, and expanded critical community-based services.

Earlier in his career, Mr. Hargrove served as Deputy Director of NeighborWorks Resource Group, a nonprofit CDFI, where he led affordable housing and community development initiatives, including mortgage lending, loan servicing, housing counseling, and homeownership program development. His work helped expand access to housing finance tools for low- and moderate-income families across the Richmond region.

In addition to his executive leadership roles, Mr. Hargrove has served in multiple statewide and national advisory capacities, including as a Member of the NeighborWorks America National Homeownership Advisory Committee and as an Appointee to the Virginia Foreclosure Prevention Task Force under the administration of Governor Tim Kaine. These roles strengthened his expertise in public policy, cross-sector collaboration, and systems-level problem solving.

Mr. Hargrove is a graduate of Virginia Polytechnic Institute & State University, where he earned a Bachelor of Science in Housing, Interior Design, and Resource Management. He also holds multiple certifications in housing counseling, homebuyer education, financial literacy, and regulatory compliance.
